Veteran Healthcare CEO Launches VC Fund to Back Tech-Driven Innovation
Winter Street Ventures Management, LLC (WSV) announced the launch of Winter Street Ventures Fund I LP, its first fund since becoming an independent venture capital firm in April 2025. The firm is seeking to raise $100 million for Fund I, with a focus on investing in tech-enabled healthcare companies that use AI and predictive analytics to make healthcare delivery more efficient, more effective, and ultimately, more patient-friendly.

Founded in 2016 by Chris Palmieri as the venture capital arm of Commonwealth Care Alliance, WSV has built a strong track record under his leadership. Palmieri, who served as CCA’s CEO from 2015 to 2025, oversaw investments in ten healthcare companies, generating impressive returns of more than 520%, or a 5.2x multiple on invested capital. Notable successes include a tech-enabled provider delivering healthcare and social services to low-income, diverse populations, which returned more than 55 times the original investment, an API-connected fintech-as-a-service platform for healthcare with an unrealized return of 4.7 times, and a SaaS data management platform for risk adjustment that delivered over double the initial investment.
Following the acquisition of CCA by CareSource in April 2025, Palmieri stepped down from his role and purchased WSV, establishing it in Boston as an independent venture capital firm. Over the summer, he focused on building the firm’s infrastructure and is now entering the market to raise Fund I.

Beyond his executive experience, he has served on the boards of leading healthcare trade organizations, including the Association of Community Affiliated Plans, where he was a long-standing chair, and America’s Health Insurance Plans, both dedicated to improving access, affordability, and quality of care for more than 200 million Americans.
