Zulie Venture Inc., parent company of CellPay, has acquired Tila Top Up, a fast-growing prepaid and digital recharge platform. The deal significantly expands CellPay’s nationwide retail presence and strengthens its ability to deliver accessible wireless top-ups and digital payment services to underserved and cash-preferred customers.

CellPay, launched in 2016, has become a major payment technology provider in the prepaid and wireless markets and is widely used by convenience stores and neighborhood retailers that serve communities with limited access to traditional financial services.

CEO and Founder Parvez Jasani said the acquisition reinforces CellPay’s commitment to supporting small retailers that act as critical service points in their communities. The combined business will give merchants expanded payment options, better margins, richer analytics, faster reporting, and access to CellPay’s extended support team.

Tila Top Up partners will be integrated into CellPay’s fintech ecosystem, which includes enhanced dashboards, international top-up services, larger gift card catalogs, and plans to roll out crypto-enabled payments. The company said the move is designed to help independent retailers grow stronger businesses while improving financial access for millions of consumers.
